When an empty PLDM message is received, I am not sure if it's better to silently discard it or respond with error.
For example, if the Message type field of MCTP message is marked as 01h (PLDM), but no data is after that,
should the MCTP layer issue an error response, drop the message, or raise it to PLDM to make PLDM responds with an error?
I couldn't find a definition matching for this case in DSP0240.
